Jiyuan handover: 300 lights across village roads
The Jiyuan programme closed with a signed handover, a serial list and a photograph set for every village. A short note on why the paperwork was designed before the hardware.
The delivery
Three hundred all-in-one lights on village access roads, coordinated through the local veterans affairs office. Poles and foundations were bought locally to keep freight volume down and to give the village works team a stake in the installation.
The file
Every village received a photo sheet, a serial list and a laminated maintenance card. The recipient signed for the batch, not for individual lights. That single decision halved the handover time, because nobody had to count cartons in the dark.
Why it matters commercially
Programme buyers rarely stop at one village. The second allocation is approved on the file from the first, and a missing signature can hold up a district. If you are bidding for donor or municipal work, budget the documentation as a line item and do it on the day.
